The legislation now heads to President Obama for his signature:

“Today, Congress sent a strong signal to American businesses: we will help them get their products into markets abroad, and in doing so, we will create jobs here at home. By defeating extreme Republican amendments that effectively would have killed the Export-Import Bank, we stood strong for small and medium-sized businesses, who receive the vast majority of the Bank’s support and are the backbone of our economy.

“In the House, we have been led in this effort by Democratic Whip Steny Hoyer who took strong leadership to create American jobs and keep our nation competitive by reauthorizing the U.S. Export-Import Bank.
Contact: Nadeam Elshami/Drew Hammill, 202-226-7616

Budapest – Democratic Leader Nancy Pelosi held a press availability after delivering remarks at the Terror House Museum in Budapest, Hungary.

Below is a transcript of the Leader’s remarks:

Leader Pelosi. I’d be pleased to take any questions you have, I’ve made my statement in the other room.

Q: Leader Pelosi, I’m the [inaudible] and my question is, what specific issues, concerns, did you raise at your meetings with the Secretary Mr. Orbán and Speaker Kover, [and what response did you get]?

Leader Pelosi. The question, in case you didn’t hear on this side of the room, was what specific issues did we raise with the Prime Minister and with the Speaker and what response did we get?

First of all, we congratulated the Prime Minister and the Speaker on the successes they have had in Hungary, expressing though some concerns that we have heard about across the Atlantic, that relate to freedom of the press, independence of the judiciary, issues that relate to free and fair elections – you know the issues. I was encouraged by the response that we received, that some of the issues being attended to by the Venice Commission are being discussed between the commission and the Hungarian government. That freedom of the press is an issue that concerns of which are well known to this administration, and they’re – they’re on it, they understand. So, this was not a challenge to them. This was not a challenge to them. This was a discussion in friendship and a hopeful one.

I think it’s important to note also that, on the more positive side, we commented, all of us, on the strength of our relationship, whether its working side-by-side in Afghanistan, our work together in global security, our work together on global economic success. So, again, we have a great deal in common that we work on and our relationship is very well served by our Ambassador.

On the subject of global security, at both of the meetings that Congresswoman Jean Schmidt of Ohio took special pride in the relationship between Ohio National Guard and the Hungarian military in working together now in Afghanistan.

Another issue that we discussed, Congresswoman Carolyn Maloney, who is the senior Democrat on the Financial Services subcommittee, talked about the attitudes toward the central bank. And we had a discussion about that as well.

Q: The question is – we’re in the same family of democratic countries – and we have problems and we solve in different matters. Do you believe that Hungary can use a different matter than yours, or the mainstream world, and still be a democratic country?

Leader Pelosi. Of course, but we do believe that there are certain pillars of a strong and prosperous democracy. The public sector, the government, the private sector, the business role, and of course, our commitment to values and that includes an independent judiciary, it includes freedom of the press, it includes free and fair elections. And we all want to keep reminding each other how important that is. And I think that the Secretary’s letter has been met with some positive response, would you say Madam Ambassador?

Ambassador Kounalakis. Well, there was a non-public letter in December, I think that the response that’s been positive, as [Deputy Secretary] Melia said, was that there appears to be progress and as you said ‘they’re on it.’

Leader Pelosi. Would [any] women [reporters] have any questions?

Q: I would like to ask you, how would you see the state of the Hungarian Parliament, after your visit to the House Speaker – you know, in Hungary sometimes, your position gets less than 24 hours to discuss the bill.

Leader Pelosi. Well, you know, when you’re here for just a short period of time, you have to have the humility that you’re not qualified to talk about how a Parliament conducts its business, but let’s just say in any country, including our own, respect for the minority is very important. And hearing all views mutually improves the quality of the legislation. But what I’m interested in seeing is how the Parliament takes up some of the issues that relate to the central bank, that relate to the Ministers of Justice's suggestions – a few call them suggestions – and then, some of the concerns expressed by the Venice Commission, some of which overlap. If I just may say, pandering to the press as I will now, if there were one freedom that I think is absolutely essential.

Q: Some would say that the years in war have eroded the moral ground from which you can criticize democracies. What do you do presently in the United States Congress to regain that moral ground?

Leader Pelosi. Well, I believe that in our country, although we have disagreement about going into war, if you’re referring to the War in Iraq, that we had disagreement on that. It is the strength of our democracy that we could speak out against it, as many of us did. But make no mistake: one of the pillars of our foreign policy, our commitment to human rights and to democracy. It’s right there on par with our national security, our economic security, our values, and again, we have disagreement, maybe, about going into the Iraq War, but it has not eroded, in my view, the moral ground of the United States of America to speak out for democracy and freedom. And to strengthen our own. And let me just say, strengthening our own comes back to what I started to say.

I don’t say this just because we’re at a press conference. I say it because we’re in Hungary at a press conference. The issue of freedom of the press, in my view, if you had to have one right, freedom of the press would be the most useful one because every other freedom, whether its freedom of religion, freedom to assemble, freedom of speech, and the rest, are strengthened by the ability of the press to tell the story of what government is doing to its people, of what a country is doing to the world. And so, I salute all of you for the work that you do because it is very fundamental to a democracy. And that’s why when the media laws, et cetera, raise some questions, in friendship we wanted to suggest that whatever the situation was here, and you know better than the rest of us what it is, we would hope it would be, every decision would be made in favor of strengthening the democracy in Hungary and that applies to freedom of the press.

Thank you all very much.

###

Contact: Nadeam Elshami/Drew Hammill, 202-226-7616

Budapest – To mark the 90th anniversary of U.S.-Hungarian diplomatic relations, Democratic Leader Nancy Pelosi led a bipartisan delegation to Hungary on Monday. The delegation met with government officials and leading members of civil society.

In remarks at the Terror House, a museum conceived as a memorial to those tortured and killed at the hands of the Nazis and Soviet Union, and co-hosted with the Tom Lantos Institute, Leader Pelosi celebrated the strong diplomatic relationship between the American and Hungarian people. Leader Pelosi also expressed concern over recent legislation enacted by the Hungarian government and the subsequent effect on democratic institutions.

Below are the Leader’s remarks as delivered:

“Good afternoon everyone. As you probably are aware, I’m greatly humbled by the very generous introduction by a very great American Ambassador, Ambassador Eleni Tsakopoulos Kounalakis. Your Excellency, thank you for your kind remarks, thank you for your patriotic duty, serving the American people in friendship with the people of Hungary. The Ambassador is really known around the world – establishing chairs of human rights, et cetera, across the United States, and in our home state of California, hometown of San Francisco, for her efforts to promote interfaith dialogue, dialogue both political and interfaith, invest in the arts, encourage discourse on democracy and global affairs, and I might add that she has been a leader in the empowerment of women and we all take pride in her great achievements. And I’ll say more about that in a moment. Thank you very much.

“With all that has been said, I just want to take this time and say that on behalf of our entire delegation, how pleased we are to be in Hungary at this important time. And why we are here at this important time. I want to introduce them, I’ll do it by seniority. Congresswoman Anna Eshoo, represents the Silicon Valley in the Congress of the United States, and she is a friend of, as Californians we all know, of Ambassador Kounalakis. Congresswoman Carolyn Maloney of New York state. Congresswoman Jean Schmidt of Ohio, who is with us. And of course, as Representatives in Congress, we’re always on call, another Member who has to address some concerns in her district, so she may be joining us momentarily, Congresswoman Terri Sewell, first African American woman elected from the state of Alabama, a freshman Member. So, we have the experience, and we have the new on this visit and the many meetings that we’ve had today.

“I know we talked about titles, power, influence, and accomplishments and legislation, and the rest but I view this as a very personal experience, coming to Hungary at this time. When we went to the embassy this morning, we went into the Ambassadors office, and there was picture of Cardinal Mindszenty – there he was. It really struck us, those of us who were Catholic, and of a certain age, because in the fifties, as young people, Cardinal Mindszenty's plight was what we prayed about every day. Congresswoman Eshoo knows about devotion, and [Congresswoman] Schmidt is probably too young, but she knows – being a daily communicant, associate, and her parents are experienced in this regard.

“But Cardinal Mindszenty, as you all know, was a great patriotic hero here. And in the United States, he was someone that we prayed every day, in Catholic school, for the conversion of [the Soviet Union], as we called it then, Russia, and the personification of that impressive Russian-Soviet influence was Cardinal Mindszenty, and it was particularly moving to see his picture this morning because yesterday was Mother’s Day in America. What’s the connection? The connection is that, when I was young my mother devoted and prayed at home and in school and in church, for the Cardinal, and she read his book and she followed his proceedings at the time and was inspired by him to write a poem to her own mother and the poem, it says, inspired by the writings of Cardinal Mindszenty. And what he said, from that poem of Mother’s Day, is that, he said ‘Mother, I think of you, I dream of you, who can fathom true meaning of the word mother? Even when it is said by an old man, it sounds like its coming from the lips of a child.’ So beautiful. Faith-based, yes, but not strictly religious, in terms of that term, but an inspiration to us all, to see his picture – much more robust than we remember him in the U.S., very gaunt, in your office, but quite a thrill. I mention it to you now, is to say that this is connected for so many of us in America, who learned of Hungary and the plight of the Hungarian people in 1956, which followed very soon after that, then the world knew about the freedom fighters and the struggle that was here.

“That’s why I’m glad to be here. I want to thank Maria Schmidt, and her leadership as Director of the Terror House Museum, so that we never forget. I want to thank Rita Izsak and your leadership as President of the Tom Lantos Institute – he always made sure that we never forgot. And we’re so honored that Katrina Lantos-Swett is here with us today, for her leadership, in so many respects, and more on Tom in a moment.

“But getting back to American ambassadors in Hungary, Ambassador Kounalakis is one in a long line of proud American representatives here in Budapest. The first U.S. Ambassador, we observed the 90-year friendship, to Hungary, Theodore Bretano, and he said in 1922, as he prepared to set sail from New York for Hungary: ‘I take to the Hungarian people this message, that America is their friend, that it is our desire to renew and strengthen that friendship between us that has lasted since our own independence was achieved.’ So, as we observe 90 years, we recognize that it’s a longer relationship, and of course the last 22 years have been very transformative.

“On the 90th anniversary of diplomatic relations between our two nations, we celebrate that friendship, which is based on shared values. I’ll always remember my first trip to Hungary as a Member of Congress. It was in 1988, the Iron Curtain was still down, and we came as part of a North-Atlantic Inter-parliamentary group. We came here. We met with Prime Minister Karoly Grosz, he was the Prime Minister at the time, we met with him. And what was very remarkable about the visit, to me, was that that on one of the evenings we were here, then-Ambassador Mark Palmer invited dissidents to come to the residence to meet with this, it was a large Congressional Delegation, I thought it was remarkable that he invited them, I thought it was courageous that they came. Some of you weren’t born, maybe you read it in the history books because you all look so young. But, at that time, one of the big issues that they talked about, not only aspirations for freedom and the rest, but that the recent demonstrations have been about the Danube, about damming the Danube, and while thousands people might turn out for a demonstration, expression of freedom or another, but the Danube was sort of catalytic – it brought so many more people, and was another step – anyway, that’s the impression we had that evening.

“It was a, I felt it was a reflection of the policy of our Administration, under the leadership of President George Herbert Walker Bush, the first President Bush at the time, that our Ambassador could go forward in that way, little did we know – that was 1988 – little did we in the Congressional Delegation know, that in just a few short years, under the leadership of Tom Lantos, we would be advocating for the membership of Hungary in the North Atlantic Treaty Organization, when we were there on that NATO trip. And I was honored to be in Paris with President Clinton, when the expansion of NATO was celebrated. So, it all seems to have gone very fast, but we know that there was a very long history leading up to that for the bulk of the time in that 90-year diplomatic relationship, there was plenty of hardship in Hungary.

“In recent days, that friendship – we have worked together for our common goals – transition in Libya, stability in the Balkans. Hungarian forces serve alongside U.S. forces in Afghanistan. And Congresswoman Schmidt would want me to say that the close relationship with the Ohio National Guard particularly. And we know that over 2 million, more like 2 and a half million Americans are proud of their Hungarian heritage, and serve as bridges between our two countries.

“As you may not know, that in the Capitol of the United States, every day, most of us pass by a statue, and we honor Hungary by having a statue of a great Hungarian freedom fighter, a father of your democracy some say, Kossuth. I’ve been calling him ‘Kossuth’ since grade school, through high school, for many years, and now I know it’s pronounced ‘KO-shoot.’ You know his historic story, leading the Hungarian people in a revolt against foreign rule, with these brave freedom fighters 164 years-ago, the seeds for Hungarian democracy were formed. Ultimately, as you know, the movement for freedom was brutally crushed and he was taken as a political prisoner – until the Congress of the United States intervened and brought him to America.

“When he arrived in New York, he was greeted as a revolutionary with a 31 gun salute – that was the number of states that we had at the time…one for each of the states. He addressed the large crowd that welcomed him with the English he had learned from studying Shakespeare and the Bible when he was in jail. It was on that day that the Mayor of New York referred to Kossuth as, ‘the enlightened representative of Hungarian independence, the champion of human progress and of universal freedom.’ I mentioned all of this just to say that the connection between our two countries has many manifestations, all of them strong and inspirational. And that takes me to my colleague, Congressman Tom Lantos – Chairman Lantos. It was a joy to me when I was Speaker that he would be, when we were in the majority, he would be the Chairman of the Foreign Affairs Committee, and I think Katrina will attest that was a charm for him.

“Like Kossuth, he dedicated his life to the cause of freedom. As a teenager, you know his story, he escaped Nazis and joined the resistance as Hitler’s army occupied Budapest. Tom Lantos liked to say he was a Hungarian by birth and an American by choice – and he was equally proud of both countries. As the only Holocaust survivor, as Rita mentioned, ever elected to the U.S. Congress, he used his experience to empower the powerless and give voice to the voiceless.

On one of the first days I arrived in Congress, he said ‘you have to come to a meeting,’ and it was with the Dalai Lama. So, from the start, identifying with the aspirations of the people of Tibet, putting forth his plan for autonomy. Whether it was, subsequent to Aung Suu Kyi, there is no cause, as Chairman of the Committee, passing the resolution in the committee, condemning the Armenian Genocide – that had not been done before. These are not always popular issues and some have said it’s influenced other, shall we say, equities weighing in, but Tom was always constant. Whether it was Soviet issues, you name it, you could walk the globe and his imprint was felt. And it was really important to him because what he saw as a young person, and saying ‘never forget,’ just as we never forget that, but making sure that it didn’t happen again, and to stop it in its tracks wherever he saw behavior that did not respect the dignity and worth of every person. And that’s why, one of the reasons he established the Human Rights Commission and that is why it is named for him today.

“Tom lost his family, and said to Annette, his wife, they were a team, Annette and Tom; they lost their families in the Holocaust but Katrina, and her sister Annette – named for her mom – Tom used to write to us and say ‘we lost our families in the Holocaust, but our two daughters, they gave us a family. So, he was blessed. How many grandchildren? Seventeen grandchildren. Seventeen grandchildren, two daughters and how many greats now? And he bragged about them all the time in his work – and his family was everything to him, as you can imagine. And such a joy to see his family continue his work in the Tom Lantos Institute here in Budapest. And Rita, thank you for your leadership as President of the institute, your beautiful words about Katrina and her family. And, again, Maria taking us on the tour – just a remarkable achievement in bringing together the physical and tangible manifestations of when the Nazis occupy this very building as their headquarters, and then followed, for a period of time, by the Soviets, aptly-named Terror House Museum. Thank you.

“I mentioned that Tom worked around the world for freedom and self-determination; he was particularly proud when those rights were finally won by the Hungarian people 22 years ago. In a democracy, the people decide. The current Hungarian government was elected by a strong majority of the Hungarian people in a free and fair election. But I join a long list of friends of Hungary – including Secretary Clinton and Ambassador Kounalakis – in expressing concerns about recent changes to Hungary’s system of checks and balances and their impact on democratic institutions. These concerns have also been raised by other friends of Hungary in the EU and the Council of Europe. Today, I met with Prime Minister Orbán and I – our Delegation did – and we stressed some of these concerns as we understood them, viewing them from the United States, and I understand that some progress has been made in addressing a number of these concerns. Whether it’s the conversations with the Venice Commission, or suggestions being made by the Minister of Justice and the rest, I am hopeful that progress is being made. And I’m encouraged by recent comments by Deputy Assistant Secretary Tom Melia, from the State Department's Bureau of Democracy, Human Rights and Labor. He was in Budapest last week, perhaps you observed that, and said that since the Venice Commission and some EU Commissioners have spoken up, the Hungarian government has been engaged in a process of revisiting some of the new laws. It is encouraging to see that Hungary is taking another look at some of these reforms. And I think we were encouraged by our conversation with the Speaker today, as well as with the Prime Minister.

“I began my remarks by quoting the first Ambassador to Hungary. As he said about the newly formed relationship between Hungary and the United States, our friendship ‘will serve to bring about an international prosperity through which we alone can come to real peace and real happiness in the world.’ I will close by commending our current Ambassador for continuing to strengthen the U.S.-Hungarian relationship. Under her leadership, may our friendship continue for another 90 years, and more. And I’d like to call her up here, to the podium, because earlier today, when we met with the Speaker of the House, I was proud to convey to him, the original Treaty that was signed by [President] Warren Harding, Congresswoman Schmidt would like to add that he was from Ohio, and this is a copy of the Treaty that was signed, starting diplomatic relations between the United States and Hungary. You can imagine all of the technical language, but it basically says ‘this Treaty between the United States and Hungary, signed at Budapest, August 29th 1921, to establish strong, friendly relations between the two nations, subject to the understanding…’ It goes on and on and on, but it salutes the friendship that was formalized 90 years-ago, and I want her to have a copy of it. I tribute my staff for doing such wonderful research. And because of her leadership, the pride we take in her, the dignity, intellect, and patriotism, the love of Hungary, and America, that she brings to the task, I wanted to express our appreciation for her service, her leadership, her Excellency.

“Thank you all very much for being here today. As you can see, the connection between the United States, the American people and the Hungarian people is one that is personal, that is official, it is one that we hope will be prosperous, continue in good spirit for a long time to come. And I’m very honored, as the leader of the House Democrats, but I’m sure Congresswoman Schmidt will afford me liberty when I say we bring greetings to all of you from the Congress of the United States.”

###

Contact: Nadeam Elshami/Drew Hammill, 202-226-7616

Washington, D.C. – Democratic Leader Nancy Pelosi delivered remarks on the House floor today in opposition to the latest Republican assault on women’s health with the House GOP’s refusal to end subsidies for Big Oil, which would ensure affordable student loans for middle class families. Below are the Leader’s remarks:

“Thank you very much Mr. Speaker and I thank him for his leadership in presenting a common sense piece of legislation to ensure that the interest on student loans is not doubled in July and to pay for that by cutting subsidies to Big Oil instead of, as the Republicans do, continuing their all-out assault on women’s health. So much of the time that we spend on this floor seems completely irrelevant to America’s working families, as they’re struggling to make ends meet. Imagine them around the kitchen table as we talk about this, that, and the other thing, seems disconnected from their emergency and urgent need.

“What we’re talking about today directly relates to what keeps people up at night. Their economic security, the education of their children, the health of their families, the list goes on. Some of those are addressed in this legislation. I think we all agree, the greatest thing the country can do, and that a family can do, is to invest in the education of the next generation. The education of our children. Imagine if we’re sitting around that kitchen table, as a family, as we are, and we say as a family ‘in order for your to go to college, we’re not going to be able to immunize your little brother or sister, we’re not going to be able to have preventative care, in terms of screening for breast cancer, cervical cancer, the list goes on and on, for your mom, or any other preventative care for men and women, in our family. That just would be wrong. As a nation, is that a statement of our values? That you must choose between the education of your children and the health of your family? It’s just not right. Especially, when you have a situation where we had this fight over and over again.

“But let me put it in context. In 2007, the Democratic majority in the House, working in a bipartisan fashion with our Republican colleagues, passed a bill that ratcheted down the interest rates to 3.4 percent. We were proud of that legislation passing with 77 Members of the Republican party voting with the Democratic majority. The bill was signed by then President George W. Bush and we all celebrated that legislation. That is expiring in July. And if no action is taken, those interest rates at 3.4 [percent] will go back to the level of 6.8 percent. We have been making that our [focus] over and over again. That in our budgeting, we must provide for the education of our children in a way that enables them to acquire a higher education should they desire and be qualified to do so. That's in their interests and their families priorities.

“Republicans have grown ‘impatient,’ they’ve said, with hearing about student loans. ‘Don’t look at us.’ Until the President went to the public and clearly spelled out the public policy debate that was going on here. That in the Republican budget, the Ryan-Republican-Tea Party-budget, it enabled the doubling of the interest rate. In our House Democratic budget, we provided for keeping it 3.4 percent. A big difference if you’re sitting at that kitchen table and you have a college age child. It’s about the children and the debt they incur. It’s about the families, and the parents, and the debt that their families incur.

“Because the President took the issue to the American people, he made the issue too hot to handle, so the Republicans this week are doing [an] about face from what they did last week. Which was to vote overwhelmingly for their budget, which enabled the interest rates on students loan, the Stafford Loans, to double – an about face. But what did they do? They say ‘okay, we won’t allow it to double but we’re going to take the money from women’s health.’ Should be no surprise to anyone because they have an ongoing assault on women’s health. And this is in their budget. And this is just a continuation of that. But I think it’s important to note the following: that they know, not only in their bill, call for taking the amount of money that would cover the cost of keeping the interest rate at 3.4 percent, they say ‘while we’re at it, let’s eliminate the entire fund, lets eliminate the entire fund for prevention, for the immunization, for the screening and the rest, for Center for Disease Control to do its public health work. Let’s eliminate it.’ That should tell you something about where their priorities are. If they’re saying ‘we stand here,’ once again, handmaidens of the oil industry, protecting subsidies for Big Oil. And instead, we want mom and the children to pay the price with their health. It’s just not right. It’s just not right.

“The President made clear to the public the difference in our approach on the student loan issue. Now he has made it clear that he will veto this bill if it contains this pay for. Unfortunately, rather than finding common ground in a way to pay for this critical policy, the Statement of Administration Policy says ‘this bill includes an attempt to repeal the Prevention and Public Health Fund created to help prevent disease, detect it early, and manage conditions before they become severe. Women in particular will benefit from this prevention fund, which would provide for hundreds of thousands of screenings for breast and cervical cancer.’ This is already happening. This would have to stop under this bill.

“So, let’s back up for a moment and say we all want the most educated population in our country. So people can reach their self-fulfillment, whatever they decide that is. So that we can be competitive in world markets. So that we can have an informed electorate. In the spirit of the G.I. Bill, which educated our soldiers when they came home, created a middle class in our country, which is the backbone of our democracy. And in a global economy, even more necessary for us to be able to have the skills and trained workforce to compete. Let’s also recognize that nothing brings more money to the Treasury than the education of the American people, whether its early childhood, K-12, higher education, post-grad, lifetime learning. Nothing brings more money to the Treasury. So, it would be a false economy to deter people from seeking more education, and it’s adding insult to injury to say ‘now that we’ve finally had to fold on the issue, and agree with the Democrats, that we should keep the interest rate at 3.4 instead of doubling [it] to 6.8 [percent], we’re going to put women and children first as those who will pay for that.’ It’s just not right.

“I congratulate the President for his message to the American people, for the message of his Administration, the Statement of Administration Policy, that a veto would be recommended, urge my colleagues to vote ‘no’ and yield back the balance of my time.”

###

Contact: Nadeam Elshami/Drew Hammill, 202-226-7616

Washington, D.C. – Democratic Leader Nancy Pelosi held her weekly press conference today in the Capitol Visitor Center. Below is a transcript of the press conference:

Leader Pelosi. Good morning. Yesterday was quite historic. All of us, America's children and families, workers, saw history being made right before their very eyes, the President of the United States advancing civil rights in our country with his statement. His statement spoke to the values of our families, the values of our faith, and the values of our country. It was moving, it was historic, and it was a great day for our country. It honors the ideal of equality, which is the hope and heritage of our country.

Today, on the floor of the House, we will see a debate on the budget which clearly defines the values and visions of the Democratic Party and the Republican Party. I wish that this were a statement that we could come together on what our priorities are for the education of our children, job creation for our workers, retirement and health security for our seniors, safety in our neighborhoods, and the air our children breathe, and security for our country, all done in a fiscally sound way. Nothing partisan, nothing political about that.

Except, instead of finding common ground, we see two different paths in these budgets. One that says we choose millionaires over the middle class; that would be the Republican budget. One that undermines our investments in our children, their education, their health, job security of their families.

I am very proud of our House Democratic budget that we are putting forth today, and commend Chris Van Hollen and the Democratic members of the Budget Committee for the fight that they made. Any of you up at five in the morning would have seen them the other day, fighting for the Medicare guarantee for our seniors. The Republican budget severs the Medicare guarantee. It also says to our seniors, in the meantime you will pay $6,400 more to get less. At the same time, it gives a tax cut of about $400,000 to people making one million dollars a year or more. I don't think that is a statement of our national values.

And so we have that debate going on. At the same time, we see it in the context of obstruction once again on the part, largely, of the House Republicans. On the transportation bill, the Senate has had bipartisan agreement. In the opening statement on the conference the other day, even the Ranking Member of the Senate committee took the House Republicans to task for not agreeing to the bipartisan Senate transportation bill.

We have seen the Violence Against Women Act, that was marked up this week in Judiciary, where you see the Republicans in the House rolling back the Violence Against Women Act, instead of accepting the strong bipartisan bill that passed in the United States Senate.

And whatever they want to say about student loans, that they want to solve the problem, in the bill on the floor today, the Republicans in the House have the 6.8 percent increase, from 3.4 to 6.8 percent increase still in the bill. We still haven't been able to come to terms in order to make college more affordable. And this is indicative of something that is even bigger than the interest, although the interest is important to students with loans and their families. This is also in the context of making college more affordable for America's working families, and what they do in terms of Pell Grants and the rest, that put up obstacles to more students having the opportunity to attend college. It is really a problem for our country, because investing in the education of our children is the best investment a family can make in its children and its families. It is the best investment a country can make in its people.

So with that, I would just hope that we can go into a phase where, as the President is speaking out about what he would like to see Congress do between now and the election, his ‘to do list,’ to create jobs, to help small businesses, support homeowners, invest in clean energy, put veterans to work, I hope that we can address those issues. The legislation is there to be debated, amended, whatever, but to go forward. The American people want solutions. They want us to be problem solvers of the problems they have in their lives, instead of obstructionist.

So, we hope that we can have some level of cooperation as the visibility on this relatively modest agenda of the ‘to do list’ is put forth. With that, I would be pleased to take any questions.

Q: Leader Pelosi, you have been pushing for same sex marriage, but you have also been pushing to become Speaker again. Are you concerned about how this issue will play out in the red districts that you need to take back in order to take back the majority?

Leader Pelosi. Well, first of all, let me just be clear: I have never pushed to become Speaker. I pushed for the Democrats to win. Whatever happens after that is incidental. What is important is for the Democrats to have the majority. The statement that the President made yesterday was something that was the right thing to do for our country, filled my heart with joy. We come here to do a job for the American people, not to hold a job. And I think what he did was to advance the cause of civil rights in such a personal, as well as Presidential way, that it is more important than any political consequences.

Q: Madam Leader, I would like to follow on that, please. You spoke about the values of faith. And I know you don't have a crystal ball, but there are large pockets within the African American community, evangelicals, who are absolutely against gay marriage. Do leaders have concerns about whether or not this voting bloc will turn out for the President and for Democrats just because of this issue?

Leader Pelosi. This is an issue that I brought with me to the Congress. That I care about very much. And so, it is really the day after the President made his statement that was so historic, so important for who we are as Americans, it is hard for me to adjust to a place where we are going to win or lose votes over it, really. I mean, shall we say, I love campaigns and I like politics, I don't want to seem removed from it, but this is why we come to office, to do some good things. And so we can't say, “well, we would have done a good thing but we can't do it because we will lose votes if we do.”

I think the President knows what President Lincoln said: “public sentiment is everything.” And that is why I think the manner in which he presented his decision is important, that he said it from the standpoint of his family, his children, his faith, his idea about America. And that is a conversation that we can now have more fully, because the President of the United States has spoken out on it.

Q: Can I ask about the sequester bill on the floor here today? I know you don't agree with the Republicans' approach to this. But these cuts are going to cut, or going to kick in automatically, if something isn't altered between now and January. Why, after the failure of the grand bargain last summer, why after the failure of the Supercommittee, does anyone think, regardless of what their approach is, Democratic or Republican, think that this can be resolved in a way that the sword of Damocles doesn't come down the way it was designed to in the Budget Control Act?

Leader Pelosi. As I said, public sentiment is everything. As the public sees the deadline drawing near and knows that certain decisions have to be made, the case we will make to the American people is we think we have to have a balanced approach. We have never gone in and said we have to have it all our own way. We said we have to have a balanced approach, and that balanced approach says that we have to establish our priorities first. What is important to us as a nation? How do we create growth? How do we create jobs? And springing from that, we have to make decisions about how we will call upon more revenue, and what cuts we have to make. This is something that should be done in the public interest, in a bipartisan way. We have a plan to do. Our suggestion is what we are putting on the table today.

And by the way, when we talk about the tax cuts for the millionaires expiring at the end of the year, Democrats are saying we want tax cuts to expire for people making over $1 million a year and that money will be used to reduce the deficit, not to increase spending. The Speaker has said he wants all of these to be renewed. We simply cannot afford that. We cannot afford people making over one million dollars a year to get a $400,000 tax break and grow the deficit, while we do not create jobs.

So, this is the debate. This is what we come here to do. And are you suggesting that we fold? That is never going to happen.

Q: If I may follow up briefly, you talked about the deadline, we have been through two pretty historic deadlines, the August deadline last year, obviously the Supercommittee deadline in November, and neither of those produced a result.

Leader Pelosi. That is because the Republicans walked away from an agreement in July that, again, was a compromise, but a grand bargain that would have reduced the deficit by $4 trillion, a huge amount of money. They walked away from the table for the Supercommittee. But you know what, that was then, this is now, we are going forward. The deadline is rushing toward us. And the American people will be more engaged in what the choices are because we are in the course of an election. And perhaps that debate will have an impact on whose proposal creates jobs and growth, reduces the deficit, and invests in our country to keep America number one. I believe those are the questions that will have to be answered in terms of how you make a judgment about what we are putting forward in these bills.

I am sorry, I told them I would come over to this side again. Okay. Which one of you over here? I said I would move to the left and answer the last question.

Q: That is why we always sit over here. On the same sex marriage issue, there is, of course, an important fundraising component to this whole issue. Your statement yesterday, your DCCC statement came out before your Leader's statement I noticed. And I wonder if you have spoken to friends, bundlers, donors, Democratic friends who were reticent before because the President had not come along on an issue that is important to them, and now maybe are less reticent, more enthusiastic than they were in terms of supporting Democrats, supporting House Members, supporting you or anybody else.

Leader Pelosi. As I said to you before, this is a statement the President made. I think everybody can say we didn't know it was coming. Right? And it had to do about who he is, what he stands for, what he believes, what he thinks is right for America, our families, our values, and our faith in the future. Anything about the politics is incidental. I don't think that this is political at all. But I will say this: we are hoping to have many more Republicans join the bandwagon, join the bandwagon.

I think what the President did was, whatever the timing and the rest, was an attempt to unify and not divide. And our statement from the DCCC, and from me, had nothing to do with money. Nothing to do with money.

Q: And yet I wonder, if your friends who are involved in politics, fundraising, donors, bundlers, have expressed to you – up until yesterday…

Leader Pelosi. I am not big in the bundler crowd.

Q: I am sorry?

Leader Pelosi. I am not big in the bundler crowd. We have people who are idealistic about wanting the future to be better for our country. Many of them would have liked single payer, a public option, things like that. So there is always a conversation about what other things we could do, and how far we can go. But I really dismiss the idea that this has anything do with money. I really do.

Q: Leader Pelosi, many of the people that are opposed to gay marriage cite their religion as the reason why they are opposed. But you are a Catholic that supports gay marriage.

Leader Pelosi. Yes.

Q: Do you believe that religion and the idea that you can support gay marriage should be separated? And how do you grapple with the idea that you support gay marriage as a Catholic?

Leader Pelosi. My religion compels me, and I love it for it, to be against discrimination of any kind in our country. And I consider this a form of discrimination. I think it is unconstitutional on top of that. So, I think that yesterday was a great day for America because the President in a very personal, as well as presidential way, made history. And hopefully, this will bring people together on the issue. It is a matter of time. It is all about time. And on these issues, what is inevitable to some of us is inconceivable to others. And what we want to do is shorten the difference between the inevitable and the inconceivable. And I think the President went a long way in doing that yesterday.

Thank you all.

###

Contact: Nadeam Elshami/Drew Hammill, 202-226-7616

Washington, D.C. – Democratic Leader Nancy Pelosi delivered remarks on the House floor today in opposition to the House Republican Reconciliation bill. Below are the Leader’s remarks:

“Thank you Mr. Speaker. I thank the gentleman for yielding. I want to call to the attention of all of our colleagues, and those who follow the work of Congress, the extraordinary contribution that Congressman, now Ranking Member, Chris Van Hollen has made to this debate. He has led our Members, our Democratic Members, on the Budget Committee, in a way that reflects the values of our country, how we can meet the needs of our children, their health, their education, the economic security of their families. When people ask me what are the three most important issues facing the Congress, I always say the same thing: ‘our children, our children, our children.’ And the issues that are addressed in the budget address the needs of our children directly and the families in which they live.

“I watched with great pride the debate, and the strong – this distinction that has been made between a values based budget put forth by the Democrats and that supports a thriving middle class, and the Ryan Republican Tea Party budget that upholds millionaires over the middle class.

“We’re here today because the Republicans in the House have decided over and over again, to walk away from bipartisan, bicameral agreement that we reached to avert economic crisis and to reduce our deficit and to honor the full faith and credit of the United States of America. They’re walking away, and punishing the middle class, because they refuse to close even one special interest tax loophole to reduce our deficit. They’re putting Big Oil and millionaires ahead of America’s middle income families. In recent weeks, House Republicans have voted twice, not once, but twice, ‘here we go again,’ in the words of a great Republican President-to-be, they voted twice to pass a budget that gives massive tax breaks to the wealthiest Americans, while ending the Medicare guarantee and increasing costs for seniors in the meantime. That is an absolute fact.

“Today, Republicans are voting to begin implementing their out-of-touch budget – and middle class people, seniors, women, and children will pay the price. Consider these few things: I know that Members of the [Budget] Committee have made the case, but I just want to focus on a few things that affect people really directly in their lives. This Republican-Ryan-Tea Party budget will assault women’s health by eliminating the prevention fund. Three hundred and twenty six thousand women would not get the breast cancer screenings they are slated to receive next year. Two hundred and forty eight thousand women would not get the cervical cancer screenings they are slated to receive next year. Those are big numbers. But every individual case is important to the families that those women live in. So, the numbers are staggering, but the specific cases are what’s important and this is hundreds of thousands.

“It would harm children, this budget, and seniors, literally taking food out of the mouths of babies as nearly 300,000 children would lose free or reduced-cost school meals, 300,000 kids. Wait a minute, we’re going to give a $400,000 tax cut to people making over a million dollars a year, and we’re going to take food from 300,000 children to do that, 1.7 million seniors would lose ‘Meals on Wheels.’ People are familiar with that in their neighborhoods, in their communities, and other services. Put Wall Street ahead of middle class and working families by weakening the Consumer Financial Protection Bureau.

“In the Wall Street Reform bill, we not only had the biggest changes in regulations so that the recklessness on Wall Street would no longer cause joblessness on main street. The recklessness of some. I don’t paint everyone with the same brush. The recklessness of some on Wall Street would not create, again, massive joblessness on main street. And in that same legislation, and they were the biggest regulation changes in a long time, decades. But the biggest change in history was in the Consumer Financial Protection Bureau. This budget weakens consumer protection. That’s just not right.

“So, here we are again with the Republican budget, to name a few. In contrast to this draconian Republican bill, Democrats are fighting for a balanced approach that creates jobs, expands opportunity, reduces the deficit, and protects the health and economic security of America’s families. It honors the entrepreneurial spirit of America. Republicans are focused on obstruction, rather than solutions. Americans have rejected Republican obstructionism and made it clear over and over again: we must work together to find solutions.

“Because this legislation will have devastating impact, it’s opposed by numerous organizations: from Easter Seals, the National Women’s Law Center, the U.S. Conference of Catholic Bishops and Voices for America’s Children. As the Obama Administration wrote in expressing their strong opposition to this bill: ‘The bill’s unbalanced provisions fail the test of fairness and shared responsibility. At the same time as the House is advancing tax cuts that benefit the most fortunate Americans, this legislation would impose deep budget cuts that cost jobs, hurt the middle class, and vulnerable Americans – especially seniors, veterans, and children.’

“Mr. Speaker, instead of the slash-and-burn approach, let’s come together, in a bipartisan way, in a balanced way, to cut our deficit by creating growth, creating jobs, bringing in revenue to reduce the deficit, to make the priority choices that reflect the values of our country. The values of fairness and opportunity, of sustaining a thriving middle class, for the middle class and all who aspire to it. It is the backbone of our democracy. For that reason, I urge my colleagues to vote ‘no’ on this devastating bill. And yield back the balance of my time.”

###

Contact: Nadeam Elshami/Drew Hammill, 202-226-7616

Washington, D.C. – Democratic Leader Nancy Pelosi delivered remarks today at the Congressional Asian Pacific American Caucus’ (CAPAC) Asian Pacific American Heritage Month celebration. Below are the Leader’s remarks:

“Good morning. Thank you all for your nice welcome. Thank you all for being here. I don’t know where you’ll go next year, you get larger and larger, and I think this is one of the biggest spaces in the Capitol. But it is wonderful to see so many of you here. The leadership and intellectual power that you bring to this debate, the constituents, in terms of your organizations that you represent. It’s my honor to join my colleagues on being part of this welcoming CAPAC [Congressional Asian Pacific American Caucus] ceremony.

“I’m so pleased that we’re joined by a former Member, Congressman Underwood. Thank you for joining us, Congressman Underwood. He has so many titles, Congressman, Mr. Chairman, Mr. Secretary Norm Mineta, thank you for honoring us with your presence.

“I’m so pleased to join Congresswoman Chu, Congressman Sablan, Congressman Faleomavaega, Congressman Bobby Scott, and many of our other Members that will be coming in the course of the day.

“I have the privilege of representing San Francisco and I see some San Franciscans here today. We take great pride in California – we have over five million Asian Pacific Americans in California. We have numbers and percentages, and we’re very proud of that for what it means. Because we believe that over the couple of hundred years that we have been blessed with newcomers to our country from the Asian Pacific area, we have not only welcomed them, many of them through the Golden Gate, but they have made every new comer, with their determination, their activism, their hope for the future, their family values, their commitment to community, to work, to academics, to the work ethic and to academics – every one of the newcomers from the Asian Pacific area has made America more American, with your determination and optimism for the future.

“Now some of you have been here, your families, for centuries, some for decades, and maybe some for days. But all of you are [contributing] to the reinvigoration of America. And that is our strength. The constant reinvigoration of new people. And we must appreciate that and welcome that.

“Congresswoman Judy Chu, the Chair of CAPAC, is a great leader. We’re so proud of her. So proud that under her leadership, building on the hard work, and leadership, and success of others, was able to increase the number from 30 to 42 Members of our Caucus, people taking pride in their association, recognizing the numbers in their districts of people of CAPAC heritage. And also, she has setup the first meeting with the President of the United States. Which says a lot about our President, but it also says a lot about Judy Chu, that this is taking place.

“Congressman Honda, who I referenced earlier, spent seven years as head of CAPAC. We’re very proud of his leadership, he’s worked his entire career to strengthen the AAPI community. Thank you Mr. Honda.

“I know that we’re honoring Senator Daniel Akaka at the meeting this week and isn’t that appropriate? The first Chinese American to serve in the Congress of the United States. And to do so with such dignity, such pride. He was our colleague in the House, so we take some level of pride in the recognition that you’re giving.

“It is appropriate, of course, that we come together in Asian Pacific Heritage Month. A time to celebrate the extraordinary achievements of the AAPI community and great diversity of our nation. Asian and Pacific Islanders are the fastest growing and you said this Congresswoman Chu, our Chairwoman said this earlier, the fastest growing population in the United States. Your interest, and indeed, the interests of all Americans are well represented in the Congress by the CAPAC Members.

“This year, CAPAC has led the way on issues from civil liberties and voting rights, to creating jobs and strengthening small businesses, to working toward eliminating health disparities and on behalf of comprehensive immigration reform.

“CAPAC is now hard at work on legislation – introduced by Chairwoman Chu, which she referenced in her introduction – to express the regret of the Congress for the Chinese Exclusion Act, and other discriminatory laws. Thank you Judy Chu, for your leadership. As the legislation says, it ‘will not erase the past…’ but it will ‘illuminate the injustices of our national experience, and help build a better and stronger nation…’ You worked hard to build bipartisan support for this bill and we remain hopeful that Republicans will allow us to vote on this legislation during this Asian Pacific Heritage Month. In order to have moral authority around the world, we must speak out against injustice, present or past, here at home.

“I was very honored recently to participate in ceremonies in Washington, many of you were here, and in San Francisco, to award the Congressional Gold Medal – the highest award Congress can bestow – to the 100th Infantry Battalion, the 442nd Regimental Combat Team, and the Military Intelligence Service. The cause of these brave patriots was not just the end of fascism, but took us closer to ending discrimination in our own country: they fought on behalf of Americas’ ideal of equality, which really didn’t exist at that time, but that is our heritage and our hope. But that time Norm, I talked about your extraordinary service in the Congress, that day when you were with us and honored us with your presence here in the Capitol, but also in San Francisco, your many friends support your leadership on all of these important issues. Let’s hear it for Norm Mineta.

“Legislation to honor these proud accomplishments are just part of the agenda, we have some level of pride in the work that our AAPI Members participated in: passed health care reform, which brought the perspective to end health disparities in our country, very important, and to take public health concerns like Hepatitis B to the forefront. That campaign for us was launched in Chinatown, in San Francisco, because of the challenges that were faced in the community, our community there, across the board, not just the AAPI community, that was in the bill. Small Business – we passed legislation to create jobs and provide tax relief for 1.5 million AAPI-owned small businesses. We made college more affordable with the largest investment in student aid in our nation’s history – and we will keep fighting to ensure that interest rates on student loans don’t double this summer and that we fight attempts to lessen Pell Grants for our students who want to go to school. DREAM Act – in the House, with bipartisan support, we passed the DREAM Act to give young immigrants the chance to get an education, serve our country, and earn their citizenship. Thank you to our AAPI Members for helping us take that path.

“But others in Congress have different priorities and we have to look at this budget and its impact, the budget debate, its impact on AAPI communities. This choice that Members of Congress are going to have to make is a clear one: we have a budget that is being put forth and written up in the Budget Committee last night, I believe, that would end the Medicare guarantee. It would say to seniors: ‘in ten years we will end the guarantee, in the meantime, seniors will pay $6,400 more, for fewer benefits. And by the way, at the same time, we’ll give a tax cut of $400,000 to people making over a million dollars a year.’ How could that be fair? How could that be a statement of our values? And that will impact 900,000 members of the community, 900,000 members of the AAPI community will be affected by that. That budget will destroy four million jobs, again giving tax cuts to the high end that are not creating jobs, and instead of removing subsidies from Big Oil, they’re saying to the middle class: ‘you’re going to have to pay for that.’ It slashes Medicaid, which covers nearly 25 percent of all AAPI children. It eliminates Pell Grants for 400,000 students.

“So, you have to, as you’re here, and when we see you come here, we’re so excited. It’s like the first recruits have arrived, the cavalry has come to the Hill, to bring strength for America’s working families, for the great diversity of our country in particular for the AAPI community. Your voice is being heard here, it’s very important. We can only accomplish so much with our inside maneuvering here, the outside mobilization is absolutely essential to having the right policy for our country, to respect our diversity, to grow our middle class and make it thrive, and to strengthen our democracy, which is why many families came here in the first place from all over the world.

“And so we have to have that battle of the budget. And hopefully we can come to some bipartisan agreement, that’s always our goal.

“I always say in my district, and I love to go home to my district, because you just get in the car and drive around and you see everything. You go through Chinatown, and you think ‘oh this is great,’ Japantown. But you know what? These populations are citywide populations in our community. So we feel very, very, very blessed. And I’m feeling a little bit sad for some of my colleagues who don’t have that invigoration, that joy to behold. Because I always say, when it comes to a community, ‘the beauty is in the mix.’ And that is the beauty of America, the mix that we have, the mix that you bring to it.

“Asian and Pacific Islander Americans will continue to help shape our nation, define its future; this month in particular it’s an honor for all of us to participate in celebrating a rich contribution and vibrant communities that represent AAPI.

“So, thank you. I wish you much luck in you deliberations. I’ll see you later at the event, aren’t we excited that President Obama, thank you Judy Chu, that President Obama and others, that the President of the United States will be joining us? And I’m sure he takes great pride in being raised in Hawaii, a place that is blessed with beautiful diversity from the AAPI community and his experience, Asian American appreciation goes even beyond that. So, on behalf of our House Democrats, in the spirit of bipartisanship, with great hopes for the future, congratulations on heritage month and good luck in your deliberations.

“Thank you.”

###
